TRUE STORY OF 23 YEAR OLD FEMALE

YOU DECIDE!!!!!
A 23 year old female works at a bar and grill.  And aside from a bar and grill it also poses as a bikini bar.
23 year old female goes to work and arrives by 12 noon.
The bartender is open for business.
Now, the 23 year old works the tables but and is also a bikini dancer.
Management allows the employees to drink on the job. Guess you could say its more entertaining to see a half sloshed girl on stage then one who is a bit more reserved for lack of liquid courage..so serving employees is an open door, an invitation to go ahead and drink irresponsibly, get in your car at the end of your shift and drive home intoxicated.
Taking in consideration, the person who is drinking is first and foremost the ONE to be responsible in making the decision to know when enough is enough. BUT, isn't also a bartender's responsibility to discontinue serving an employee who is noticeably impaired or at least- -make a sound decision to not allow any more drinking a few hours before their shift ends..[a DUI protection cut-off]?
In my experience as a bartender, it was my responsibility to know what was going on  with every single customer in that building. To know and be aware who I served , what I served, how much has been served and to recognize when a person is reaching a limit, and be alert enough to take notice if they drove, walked or took a cab.
Back to the 23 year old female---during her shift , has consumed 11 shots of yager, 4 Corona's  and 2 Jack and Coke. This is consumed right up to the end of her shift...at 7 pm. [7 p.m. is  still rush hour traffic in California]
Completely intoxicated well over the limit, is allowed to get in her car to make the attempt to drive home, knowing good and well  ...how inebriated  she was.
The 23 year old realized in time , fortunately , that she could not continue to drive and pulled off the freeway to a side street. She managed to  call her mother. She was upset and confused. She didnt know where she was even though she knew the area well. Because she was not fit to be behind the wheel from all that she had to drink at her work, her mother knew she would not be able to get home on her own. The police had to be called  and they called her on her cell phone to trace where she was to locate her and to bring her to her home. Luckily, she was not arrested.
So you decide...who is more at fault here..the obvious is the 23 year old for not knowing when to stop..and realizing the danger of her being behind the wheel could of caused.
BUT, I raise the question again...should the bartender have had the common sense to 'cut her off'...?
Is the bartender making any type of statement for his/her lack of commitment  for safety, or obligation to those, whom, are customers and to those ,whom, are employees?
Is it all just a joke or a game for entertainment purposes only, to have no natural affection for human life and only all about the almighty buck.?
Is it considered only a successful business day if the cash register 'z's out  [x] amount of dollars verses no one got a DUI today no one died from a drunk driver
today or no one has ruined lives of many today  by leaving the bar intoxicated-but still had a good time??
When should a customer or employee be cut-off?
should a employee be allowed to drink on shift?
These answers are very simple don't you think?
